HIS SPEECH CAME ON THE EVE OF THE ANNOUNCEMENT THAT TANZANIA IS TO NATIONALISE ALL BANKS OPERATING IN THE COUNTRY FROM TOMORROW (TUESDAY).

    PRESIDENT NYERERE TODAY (MONDAY) TOLD A CROWD OF CHEERING MARCHERS AT THE HEADQUARTERS OF TANZANIA'S ONLY PARTY, THE TANGANYIKA AFRICAN NATIONAL UNION (TANU) THAT ALL BANKS IN TANZANIA WERE THE PROPERTY OF THE PEOPLE FROM TODAY. IN LONDON ONE OF THE MAIN FOREIGN BANKS CONCERNED SAID THEY HAD BEEN TOLD THAT ALL THE BANKS WERE BEING NATIONALISED FROM TOMORROW.

    THE ANNOUNCEMENT CAME ONLY 24 HOURS AFTER PRESIDENT NYERERE DELIVERED HIS TANU ADDRESS TO A MASS RALLY IN DAR ES SALAAM.

    HE SAID THAT TANZANIANS AND THEIR GOVERNMENT HAD TOO LONG RELIED ON MONEY TO BUILD THEIR COUNTRY - MONEY FROM TAXATION AND FROM FOREIGN GIFTS AND LOANS. THE STATEMENT, DRAWN UP A WEEK AGO BY THE TANGANYIKA AFRICAN NATIONAL UNION, DECLARED TANZANIA WAS A STATE OF FARMERS AND WORKERS. EVERY TANU AND GOVERNMENT LEADER MUST BE A MEMBER OF ONE OF THE TWO.

    THE STATEMENT URGED THE GOVERNMENT TO TAKE FURTHER STEPS TO IMPLEMENT THE AVOWED POLICY OF SOCIALISM; AMEND THE CURRENT FIVE YEAR DEVELOPMENT PLAN TO EMPHASISE THE POTENTIAL OF THE PEOPLE AS OPPOSED TO FOREIGN AID; ELIMINATE THE BIG WAGE DIFFERENCES BETWEEN PUBLIC AND PRIVATE SECTORS OF THE COMMUNITY; RAISE THE STANDARDS OF LIVING OF PEASANTS AND THE RURAL COMMUNITIES, AND ENSURE ALL TANU PARTY MEMBERS WERE INSTRUCTED THOROUGHLY IN ITS SOCIALIST IDEOLOGY.

    TANU DECLARED SOCIALISM DEPENDED ON THE PEOPLE CONTROLLING THE MAJOR MEANS OF PRODUCTION, THROUGH GOVERNMENT AND CO-OPERATIVES. THE STATEMENT ADDED THAT TANZANIA STILL WELCOMED FOREIGN AID AND INVESTMENTS, BUT SAID THAT OVER EMPHASIS ON THEM COULD ENTAIL LOSING POLITICAL INDEPENDENCE AND DELAYING SOCIALISM. AS THOUSANDS OF PEOPLE CONVERGED ON THE RALLY GROUND, TANU OFFICIALS DISTRIBUTED STICKERS SAYING, "INDEPENDENCE AND SOCIALISM" AND "DON'T BE A PARASITE, DEPEND ON YOURSELF".
