IF ANYTHING, THERE IS NOW AN EVEN GREATER NEED FOR SECURITY THAN THERE WAS BEFORE, BECAUSE MANDATORY SANCTIONS COULD BE MORE VICIOUS THAN THE SANCTIONS BEFORE. AS YET, THIS HAS NOT HAPPENED, BUT WE MUST NEVER BE LULLED INTO ANY SENSE OF FALSE SECURITY, BECAUSE ONE OF THE THINGS WE HAVE LEARNED ABOUT SANCTIONS IS THAT IT IS ALMOST IMPOSSIBLE TO PREDICT WHAT IS GOING TO HAPPEN TOMORROW. SO FAR, IT'S SO GOOD. AND THERE IS NO DOUBT, ACCORDING TO THEM, AND NO DOUBT ACCORDING TO MY MIND, THAT WHAT THE UNITED NATIONS HAS DONE IS COMPLETELY ILLEGAL, BECAUSE THEY HAVE NO RIGHT AT THE UNITED NATIONS TO DEAL WITH THE AFFAIRS OF A NATION THAT IS NOT FULLY INDEPENDENT. WELL NOW, BRITAIN TOOK THE RHODESIAN CASE TO THE UNITED NATIONS AND TOLD THEM WE WERE NOT INDEPENDENT, BUT ASKED THEM TO DEAL WITH THE RHODESIAN CASE. NOW THEY SHOULD HAVE DONE ONE OF TWO THINGS, AND THIS IS INDISPUTABLE, THEY SHOULD EITHER HAVE SAID 'YOU HAVE TOLD US RHODESIA IS NOT INDEPENDENT, THEREFORE THIS IS A DOMESTIC ISSUE, TAKE IT AWAY AND DEAL WITH IT,' OR SECONDLY THEY SHOULD HAVE SAID 'ALL RIGHT, WE ACCEPT THAT THEY ARE INDEPENDENT, AND IF THEY ARE INDEPENDENT THEY ARE THEREFORE ENTITLED TO AN APPEARANCE AT THE UNITED NATIONS, BECAUSE ISN'T THIS ONE OF THE MOST BASICALLY FUNDAMENTAL LAWS'.

    THE BYELECTION WAS FOUGHT IN THE BELLEVUE CONSTITUENCY OF BULAWAYO, WITH A RHODESIAN FRONT CANDIDATE, MR. WALLACE STUTTAFORD, FIGHTING AN EXTREME RIGHT-WING CANDIDATE, MR. HERBERT MORESBY-WHITE.

    THE VOTERS OF BELLEVUE....ALL OF THEM WHITES....GAVE MR. IAN SMITH AND HIS ILLEGAL REGIME A RESOUNDING VOTE OF CONFIDENCE: MR. STUTTAFORD WON BY 1,127 VOTES TO 61.

    IT WAS THE FIRST TIME SINCE THE UNILATERAL DECLARATION OF INDEPENDENCE 15 MONTHS AGO THAT WHITE RHODESIANS HAD HAD THE OPPORTUNITY TO SAY AT THE POLLS WHAT THEY THOUGHT OF MR. SMITH'S RECORD.

    AFTER THE ELECTION, MR. SMITH WAS IN BULAWAYO FOR A CELEBRATION DINNER, AND HAD SOME COMMENTS ON THE SITUATION IN THE BREAKAWAY COLONY...
