Dr. Ralph Bunche, United Nations Under-Secretary General, arrived Aug 4 at Elisabethville, chief city of the dissident Congo Republic province of Katanga. Belgian troops formed a guard of honour on the airport tarmac, and he was greeted by Count Harold d'Aspremont-Lynden, Belgian envoy-extraordinary; and M.Robert Rothschild, deputy chief of the Belgian diplomatic mission. No representative of the Katanga Government was present.
Outside the air terminal - prominently flying the new red, green and white Katanga flag - Dr Bunche and the Belgian officials entered Katanga Government cars sent by Premier Moise Tshombe to convey the UN delegate to his hotel.
Later, the same day, Dr Bunche had talks lasting two and a half hours with Premier Tshombe. Afterwards, the Katanga Premier said the talks had convinced him that United Nations troops would not now be sent to Katanga Aug 6 as planned by Secretary General Dag Hammarskjoeld. He added that his Government had taken all measures to resist the UN troops arrival.
A United Nations statement issued later said; Dr Bunche had said only that he will report to the Secretary-General on today's discussions. Dr Bunche stated explicitly that he can take no decisions.
