    IN HIS CALL FOR A UNIFIED EUROPE, THE FRENCH PRESIDENT CALLED ON WEST GERMANY TO HELP FRANCE ESTABLISH A UNION OF WESTERN EUROPE ALLIED TO THE "NEW WORLD", BUT WITH "ITS OWN OBJECTIVES, ITS OWN MEANS, AND ITS OWN OBLIGATIONS."
    HE MADE NO DIRECT REFERENCE TO GERMAN AND AMERICAN SUPPORT FOR A NATO MULTILATERAL FORCE, WHICH FRANCE OPPOSES, BUT WARNED AGAINST RELYING FOR EXISTENCE ON A POWER "SITUATED IN A DIFFERENT WORLD WHOSE DESTINY BY NATURE CANNOT BE IDENTIFIED WITH THAT OF EUROPE." FOR GERMANY OR FRANCE TO HAND OVER HER DEFENCES, EVEN TO A FRIENDLY POWER WOULD MEAN A SERIOUS BLOW TO THE GREAT HOPE OF A EUROPE ABLE TO DEFEND HERSELF, HE URGED.

    PRESIDENT DE GAULLE, WHO IS 74 TODAY, MADE HIS ADDRESS TO A HUGE CROWD IN THE CITY'S CENTRAL SQUARE.
