    HADDAD:"We are fighting and this area, and the population of this area. And also, they have in their heads to close the Good Fence. We are not going to let them do it. Because, on closing the Good Fence, they will be other means also, they will exterminate militia in this area. If there is a real Lebanese army, why this Lebanese army will not take the power establish its (indistinct) inside the capital? At least, they have to take the places of the Syrians. After all, they can attempt to reach us. If they succeed to do it, they are welcome. But they want to finish exterminate this area. This area, because this area cause a lot of problems, for the Syrian, and will prevent the Syrian from establishing....from realising their dream to annex Lebanon to Syria."



    Reuters quoted the newspaper Maariv in metullah as saying the United Sates had suggested the deployment of Lebanese forces -- a move that would enable Dr. Waldheim to present a favourable report on the southern Lebanon situation to a Security Council special meeting this week. The militia warning said local residents in southern Lebanon would use force to prevent Lebanese troops from moving into their areas. It also warned Israel not to press the Christians to accept any Security Council resolution concerning the Lebanese troops.

    Background: Christian and right-wing militia in southern Lebanon warned the United Nations on Monday (16 April) that they would declare an independent southern Lebanon if Lebanese army units join U.N. forces in the area. Reuters news agency reported that the warning, addressed to UN Secretary General, Kurt Waldheim, was distributed camps manned by United Nations Interim Forces in Lebanon (UNIFIL) troops. Sheets on which the warning was printed were distributed to newsmen in Metullah, the most northern township in Israel. Units of the Lebanese army were due to move southwards towards the Israeli border on Monday (16 April). The right wing has long resisted the move, claiming the force was trained and directed by Syria.

    SYNOPSIS: Rumours have circulated in the region that the Good Fence -- the unofficially open border between Israel and Christian enclaves in southern Lebanon -- would be closed. The Christian Militia's commander, Major Said Haddad, commented on these rumours.
