    Background: The Egyptian Foreign Minister, Mr. Ismail Fahmi, arrived in Moscow on Saturday (19 April) for a three-day official visit.

    He and his party were welcomed at Vnukova Airport by the Soviet Foreign Minister, Mr. Andrei Gromyko, and other Soviet officials, and the two ministers immediately began their discussions.

    Sources with both delegations said the talks would centre on the Middle East situation -- with particular reference to a reconvening of the Geneva Peace Conference -- and on bilateral relations between Egypt and the Soviet Union.

    Mr. Fahmi last visited Moscow in December, when he was informed that the Soviet Communist Party Chief, Leonid Brezhnev, and cancelled a planned visit to Egypt, and since then relations between the two countries have strained.

    Later on Saturday, Mr. Gromyko made a pointed reference to this at a state banquet in Mr. Fahmi's honour when he urged Egypt to adopt the same friendly attitude toward the Soviet Union that the latter pursued toward Egypt.

    Mr. Gromyko also said his country favoured a resumption of the Geneva peace talks -- but not without "earnest" preparations.
