    ATHERTON: "We had a very searching discussion of all of the issues with regard to the peace process and with regard to ways to make further progress in that process. We consider this, as I have said before, part of the process of consultation with all of the parties. We will also be having such consultations with Foreign Minister Dayan later this week in Washington designed to reach agreement on what the next moves in the peace process should be.



    I think we have arrived at a much clearer understanding in a much more detailed way today of possible approaches to resuming the negotiations and I would like to say that I am confident that ways can be found to begin again to move the peace process forward. Thank You."



    The peace talks between Egypt and Israel have been deadlocked since January over a declaration of principles for a Middle East settlement. Egypt has refused direct political negotiations with Israel until there is agreement on the declaration. The Egyptians insist it must include Israeli recognition of the Palestinian right to self-determination and Israeli withdrawal from occupied Arab territories. But Israel has rejected these demands.

    Background: United States special envoy Alfred Atherton said on Sunday (23 April) that he had arrived at a much clearer understanding with Egyptian president Anwar Sadat on possible approaches to resume Middle East peace negotiations. He was speaking after a 2 1/2 hour meeting with the Egyptian leader at the Red Sea port of Hurghada in Egypt.

    SYNOPSIS: Mr Atherton flew to Hurghada after extensive talks in Cairo with Egyptian Foreign Minister Mohammed Ibrahim Kamel. He did not elaborate on the approaches involved, but told reporters he was taking a personal message from President Sadat back to Washington for President Carter. He also said President Sadat had stressed Israel would have to change its position before direct talks could resume.
