    PRESIDENT JOSEPH MOBUTU OF CONGO-KINSHASA ARRIVED IN LAGOS BY AIR FROM GABON ON MONDAY (26 JANUARY) AND WAS THE FIRST HEAD OF STATE TO VISIT NIGERIA SINCE THE END OF THE CIVIL WAR. THE CONGOLESE PRESIDENT WAS GREETED AT LAGOS AIRPORT BY FEDERAL NIGERIAN HEAD OF STATE, MAJOR-GENERAL YAKUBU GOWON.

    PRESIDENT MOBUTO MET GENERAL GOWON'S WIFE AND DAUGHTER AND INSPECTED A GUARD OF HONOUR DRAWN UP AT THE AIRPORT. THE CONGOLESE PRESIDENT THEN INTRODUCED MEMBERS OF HIS PARTY TO THE NIGERIAN HEAD OF STATE.

    AT THE AIRPORT, PRESIDENT MOBUTO ACCUSED THE IMPERIALISTS OF FANNING THE EMBERS OF TRIBALISM IN NIGERIA AND SAID HIS COUNTRY WOULD GIVE "ANY KIND OF HELP" TO NIGERIA. BOTH COUNTRIES, HE SAID, HAD BEEN THROUGH SIMILAR EXPERIENCES.

    THE CONGOLESE PRESIDENT IS EXPECTED TO DISCUSS THE POST-CIVIL WAR PROBLEMS FACING NIGERIA WITH GENERAL GOWON.

    PRESIDENT MOBUTU, WHO GAVE FEDERAL NIGERIA UNSWERVING SUPPORT THROUGH THE 30 MONTHS OF HOSTILITIES, IS ON A TOUR OF FIVE AFRICAN STATES, INCLUDING THE SUDAN, THE CAMEROUN REPUBLIC AND CHAD.

    SHORTLY BEFORE PRESIDENT MOBUTU'S ARRIVAL, ABOUT 20 ASSEMBLED PRESSMEN WERE ORDERED BY A SENIOR POLICE OFFICER TO LEAVE THE AIRPORT. AFTER SOME OF THEM PROTESTED THEY HAD OFFICIAL CLEARANCE TO COVER THE ARRIVAL, ARMED POLICE WERE SUMMONED TO ESCORT THEM AWAY.
