    India's ruling Congress Party had a surprise success on Thursday (September 17) in Kerala State elections, wining more seats than any other party.

    It is now in a position to form a coalition government with the pro-Moscow Communist Party, the Moslem League, and two smaller groups.

    This was the first State election in India since the Congress Party split into two factions a year ago, and the result left Mrs Gandhi's followers hopeful that her radical policies would bring fresh popularity to the party in the preparations for the 1972 elections.

    Mrs. Ghandhi's party won 32 of the 133 Assembly seats and the opposition Congress Party, which ran 39 candidates, did not win one seat.

    The election was also a crushing blow to the Marxist Communist Party, which was for years the States most powerful party. It won 28 seats at the election, but this was only half its previous total.

    Congress party leaders are expected to begin negotiations this week with other party leaders in an attempt to form a Government. The main problem facing the party is the possibility of repercussions in other States if it forms an alliance with the pro-Moscow Communist Party and the Moslem league.
