    Background: GENERAL LUCIUS D.CLAY, PRESIDENT KENNEDY'S PERSONAL REPRESENTATIVE IN BERLIN - THE CENTRE OF A DIPLOMATIC STORM OVER REPORTS IMPLYING A MAJOR SWITCH IN ALLIED POLICY OVER THE DIVIDED CITY - REVIEWED A CONSTITUTION WEEK PARADE OF U.S. ARMY TROOPS SEPTEMBER 23 IN THE ZEHLENDORF DISTRICT OF THE U.S. SECTOR.

    THE GENERAL, WHO HOLDS THE PERSONAL RANK OF AMBASSADOR, SAW MORE THAN 3,000 TROOPS AND 100 VEHICLES OF BERLIN COMMAND ON PARADE IN A 26-MINUTE CEREMONY COMMEMORATING THE 174TH ANNIVERSARY OF THE SIGNING OF THE U.S. CONSTITUTION. THE TROOPS WERE UNDER COMMAND OF BRIGADIER GENERAL FREDERICK O.HARTEL, COMMANDING GENERAL OF THE BERLIN COMMAND. TAKING PART IN THE PARADE, LED BY THE 298TH U.A. ARMY BAND, WERE INFANTRY, ARTILLERY, ENGINEER AND COMMAND AVIATION (HELICOPTER) UNITS. TWENTY-FIVE TANKS AND ARMOURED PERSONNEL CARRIERS ALSO TOOK PART.

    SOON AFTER THE PARADE, GENERAL CLAY CALLED A CONFERENCE TO TELL NEWSMEN: "I HAVE CALLED YOU HERE TO MAKE CLEAR AND CLARIFY FOR THE RECORD THAT WE ARE IN BERLIN BY RIGHT OF CONQUEST AND WE PROPOSE TO MAINTAIN THAT RIGHT OF ACCESS BY GROUND FOR THE WESTERN ALLIES AND COMPLETE FREEDOM OF THE RIGHT OF ACCESS THROUGH THE AIR CORRIDORS. WE BELIEVE IN AND SUPPORT THE RE-UNIFICATION OF GERMANY."
    THERE IS STILL WIDE BELIEF THAT GENERAL CLAY IN EARLIER "OFF THE RECORD" REMARKS TO REPORTERS, PREMATURELY "LEAKED" THAT SOME FORM OF DEALINGS WITH THE EAST GERMAN REGIME OVER ACCESS TO BERLIN WERE FORTHCOMING. AND FROM WASHINGTON THERE CAME A FURTHER HINT THAT WESTERN POLICY IS "SOFTENING" OVER BERLIN. SENATOR HUBERT HUMPHREY, ASSISTANT DEMOCRATIC LEADER IN THE SENATE, URGED AMERICANS TO UNDERSTAND THAT THE NEGOTIATIONS MIGHT INVOLVE CONCESSIONS ON SECONDARY ISSUES. HE SAID IT WOULD BE A "MISCHIEVOUS FOLLY" TO CALL THIS APPEASEMENT.
