    The Chairman of the Provisional Military Administrative Council of Ethiopia, Lieut. General Man Michael Andom spoke to officials and employees of the Ministry of Information in Addis Ababa last Wednesday (2 October).

    He warned them that Ethiopia was facing enemies both at home and aborad and that the people were looking toe the armed forces for a solution to the many problems left over from the past. The General promised that the armed forces aimed at establishing a truly democratic system of government in the country. He pledged that they would create a genuine Constitution, and carry out land reform.

    However, Ethiopia's military rulers are reported to be divided amongst themselves over differences on the country's form of administration and disagreement over who should rule Ethiopia. One group of soldiers demands the disbandment of the Military Administrative Council, a second advocates the establishment of a Radial People's Government, and a third a combined military and civilian administration.

    SYNOPSIS: General Aman pointed out that half a century of oppressive rule in Ethiopia remained to be eradicated and that armed forces were determined to accomplish their aims and objectives. However, even while the General was speaking, the Provisional Military Council were reportedly deeply split over who should rule the country -- the Army or the People -- with suggestions that a majority favoured combined military and civilian administration for the country.

    On Monday new tensions seemed to have arisen in Ethiopia. A dusk to dawn curfew was clamped on the northern town of Asmara and unties guarding the Military Council were reinforced.
