    YESTERDAY (THURSDAY) PRESIDENT JOHNSON SHELVED PROPOSALS FOR HALTING THE BOMBING OF NORTH VIETNAM. ALL DISCUSSIONS OF TERMS FOR ENDING THE BOMBING WERE STOPPED IN THE FACE OF THE VIET CONG OFFENSIVE IN SOUTH VIETNAM WHICH IS KNOWN TO HAVE CLAIMED NEARLY A THOUSAND U.S. AND SOUTH VIETNAMESE GOVERNMENT LIVES. PRESIDENT JOHNSON SAID: 'UNTIL WE HAVE SOME BETTER SIGN THAN THESE LAST FEW DAYS HAVE PROVIDED' THAT NORTH VIETNAMESE TERRORISM AND AGGRESSION WOULD NOT BE INCREASED IF BOMBING WERE HALTED, 'WE SHALL CONTINUE TO GIVE OUR MEN THAT PROTECTION IF AFFORDS.'
    MR. JOHNSON WAS SPEAKING AT AN INVESTITURE FOR A PILOT DECORATED FOR ACTION OVER NORTH VIETNAM. HE PRESENTED THE MEDAL OF HONOUR TO AIR FORCE MAJOR MERLYN H. DETHLEFSEN FOR HIS PART IN RAIDS AGAINST NORTH VIETNAM'S MISSILE COMPLEX.

    THE PRESIDENT SAID THE BOMBING 'CANNOT KEEP THE ENEMY ULTIMATELY FROM MOVING INTO POSITION. BUT IT CAN REDUCE HIS MOMENTUM. IT CAN KEEP MANY OF HIS MEN OFF THE BACKS OF OUR MEN.'
