    CONSUL OKUCHI WAS DRIVING BACK TO HIS RESIDENCE FROM A JAPANESE BUSINESSMEN'S MEETING WHEN HIS OLD MOBILE WAS STOPPED BUY A VOLKSWAGEN CROSSING ITS PATH-AND THE YOUNG KIDNAPPERS, CARRYING GUNS AND MACHINE GUNS-FORCED THE DIPLOMAT TO TRANSFER FROM ONE VEHICLE TO THE OTHER IN THE MIDDLE OF A LARGE RUSH-HOUR TRAFFIC JAM.

    WHILE POLICE AND TROOPS HAVE SET UP A STRONG CORDON AROUND THE CITY, THE CONSULATE ITSELF IS SIFTING THROUGH REPORTS AND COMMUNICATIONS WHICH ARRIVE CONTINUOUSLY. THE KIDNAPPERS HAVE ASKED FOR SEVERAL CONDITIONS, MAINLY THE RELEASE OF FIVE POLITICAL PRISONERS AND THE IMPROVEMENT OF CONDITIONS IN BRAZILIAN JAILS-AND THE DEADLINE FOR THE RELEASE IS SATURDAY AT 6 P.M. ALTHOUGH AUTHORITIES HAVE ANNOUNCED THAT THEY WOULD RELEASE THE PRISONERS, NOTHING FURTHER HAS BEEN HEARD FROM THE KIDNAPPERS AS TO THE WHEREABOUTS AND TIME OF RETURN OF THE CONSUL.

    IT IS THE THIRD POLITICAL KIDNAPPING IN LATIN AMERICA IN A SIX MONTHS-THE SECOND IN ONE WEEK. THE EARLIER KIDNAPPINGS-OF THE U.S. LABOUR ATTACHE IN GUATEMALA CITY A WEEK AGO AND THE U.S. AMBASSADOR IN RIO DE JANEIRO SIX MONTHS AGO-WERE STAGED BY GUERRILLA GROUPS DEMANDING THE RELEASE OF COLLEAGUES. NO DEFINITE POLITICAL AFFILIATION HAS BEEN INDICATED IN THE CURRENT ABDUCTION OF THE 56-YEAR-OLD JAPANESE CONSUL.

    SAO PAULO IS THE MAIN CENTRE OF THE VERY SUBSTANTIAL JAPANESE COMMUNITY IN BRAZIL-WHICH CONTROLS LARGE HOLDINGS IN AGRICULTURAL AND INDUSTRIAL CONCERNS.
