    THE UNITED STATES, THE SOVIET UNION AND BRITAIN TODAY ( MONDAY) SIGNED THEIR TREATY BANNING ALL NUCLEAR TESTS EXCEPT THOSE UNDERGROUND.THE TREATY WAS FORMALLY SIGNED IN THE KREMLIN BY THE FOREIGN MINISTERS OF THE THREE COUNTRIES: MR.DEAN RUSK FOR THE UNITED STATES, MR.ANDREI GROMYKO FOR THE SOVIET UNION, AND BY LORD HOME FOR BRITAIN.

    TODAY'S CEREMONY, AN HISTORIC MOMENT IN EAST-WEST RELATIONS CLIMAXING SIX YEARS OF HARD BARGAINING, CAME ON THE EVE OF THE 18TH ANNIVERSARY OF THE DEVASTATION OF HIROSHIMA BY THE WORLD'S FIRST ATOM-BOMB ATTACK.

    MR.GROMYKO, SPEAKING AFTER THE SIGNING, SAID THE TREATY MIGHT PAVE THE WAY TO THE SOLUTION OF OTHER INTERNATIONAL PROBLEMS, INCLUDING DISARMAMENT AND EUROPEAN SECURITY.CONGRATULATING U THANT FOR HIS EFFORTS TO EASE INTERNATIONAL TENSION, MR.GROMYKO SAID THE SOVIET GOVERNMENT CONSIDERED THE NEW TREATY A SUCCESS FOR ALL STATES IN AVERTING THE DANGER OF A NUCLEAR WAR.

    MR.RUSK SAID THE AGREEMENT WAS A "GOOD FIRST STEP" BUT DID NOT END THE STOCKPILING OF NUCLEAR WEAPONS HE ADDED: "IF THIS AGREEMENT IS MAINTAINED BY FURTHER STEPS, THEN MANS LONG-HOPED-FOR DREAM OF PEACE WILL BECOME A REALITY." LORD HOME, DESCRIBING THE SIGNING AS A "GREAT OCCASION FOR US ALL", SAID EVERY HUMAN FAMILY COULD LIVE FROM NOW ON FREE FROM THE FEAR THAT THEIR UNBORN CHILDREN MIGHT BE AFFECTED BY MAN-MADE POISON IN THE AIR.ALL PRESENT THEN DRANK A TOAST IN SOVIET CHAMPAGNE TO "FRIENDSHIP AND PEACE".

    THE TREATY - BANNING NUCLEAR TESTS IN THE ATMOSPHERE, OUTER SPACE AND UNDERWATER, BUT NOT UNDERGROUND - CAN NOW BE SIGNED BY ANY OTHER STATE, AT ANY TIME.WASHINGTON OFFICIALS SAY THAT 93 COUNTRIES FAVOUR IT AND THAT 32 HAVE SO FAR PUBLICLY ANNOUNCED THEIR READINESS TO SIGN IT.ONLY FRANCE, THE PEOPLE'S REPUBLIC OF CHINA AND ALBANIA HAVE SHOWN THEY ARE UNWILLING.

    IN A STATEMENT LAST NIGHT, THE SOVIET GOVERNMENT REJECTED A STATEMENT BY THE PEOPLE'S REPUBLIC OF CHINA WHICH DENOUNCED THE TEST BAN AGREEMENT AS A "DIRTY FRAUD".RUSSIA IN TURN ACCUSED CHINA OF TRYING TO "COVER UP ITS REFUSAL TO SIGN THE TREATY" WITH A "FLASHY PHRASE".IT SAID CHINA'S POSITION WAS "TANTAMOUNT TO ACTUAL CONNIVANCE WITH THOSE WHO ADVOCATE WORLD THERMONUCLEAR WAR."
    TOMORROW AND WEDNESDAY, THE AMERICAN, BRITISH AND RUSSIAN MINISTERS WILL CONTINUE TALKS EXPECTED TO CENTRE ON A NON-AGGRESSION PACT, PREVENTING AN INCREASE IN THE NUMBER OF NUCLEAR POWERS, AND MEASURES TO PREVENT SURPRISE ATTACK.
