    COMMON MARKET MINISTERS LEFT THE COMMUNITY'S HEADQUARTERS IN BRUSSELS AT 5.30 A.M. (LOCAL TIME) THIS MORNING (SUNDAY), STILL WITHOUT REACHING AGREEMENT ON A PACKAGE DEAL FOR CERTAIN AGRICULTURAL REGULATIONS.

    BUT MR. SPAAK AND MR. SCHROEDER, THE BELGIAN AND GERMAN FOREIGN MINISTERS, TOLD REPORTERS THAT THEY HOPED FINAL AGREEMENT WOULD BE REACHED WHEN THE MINISTERS RESUMED THEIR MEETING TOMORROW MORNING.

    CONFERENCE SOURCES SAID THAT FRANCE, GERMANY, ITALY AND LUXEMBOURG SEEMED TO APPROVE AND ACCEPT THE COMMUNITY'S EXECUTIVE COMMISSION'S PROPOSALS ON THE AGRICULTURAL REGULATIONS, WHICH REFER TO BEEF, RICE, AND DAIRY PRODUCTS (INCLUDING THE PROBLEM OF SUBSIDIES TO GERMAN MILK PRODUCERS WHICH THE COMMISSION SAYS SHOULD BE ALLOWED TO CONTINUE UNTIL JANUARY 1970), BUT THAT BELGIUM AND HOLLAND NEEDED MORE TIME TO CONSIDER.

    DELEGATES SAID THE HARDEST POSITION WAS THAT OF HOLLAND, DR. LUNS TOLD THE SESSION THAT HE COULD NOT ACCEPT THE COMMISSION'S PROPOSALS, AND THAT HE HAD TO REFER THEM TO HIS GOVERNMENT. APPARENTLY THE DUTCH ARE OBJECTING TO A PROPOSED TAX ON MARGARINE TO STIMULATE BUTTER PRODUCTION AMONG THE SIX. THE TAX WOULD AFFECT THE DUTCH ECONOMY.

    TONIGHT, CAME NEWS FROM THE HAGUE WHERE THE DUTCH CABINET HAD MET FOR TWO AND A HALF HOURS. THE FOREIGN MINISTER, DR. LUNS, LEFT FOR BRUSSELS WITHOUT COMMENT BUT THE DUTCH PRIME MINISTER WAS REPORTED AS SAYING THAT HE WAS OPTIMISTIC AND WAS CONVINCED ALL WOULD END WELL. HE WOULD NOT SAY ANYTHING MORE LEST HE SHOULD PREJUDICE THE DUTCH POSITION.
