    South Vietnam's President Nguyen Van Thieu on Thursday said that the Vietnam ceasefire agreement was a victory for his Government but refused to say if he had ny understanding with the United States should the fighting continue.

    The President held on impromptu news conference after addressing civic-action cadres before they were sent to the countryside to boost the Government's standing.

    Asked if the agreement was a victory for him, the President exclaimed: 'Oh sure', and added that the Communists would not be signing unless they had been beaten militarily.

    Questioned about the possibility of an understanding with the United States should the fighting continue, he said merely: 'I cannot tell you that.'
    He added: 'Peace really will depend on how the Communists respect the ceasefire.
