    THE OVERALL VIETNAM SITUATION CONTINUES TO BE SERIOUS SAID MR.ROBERT MCNAMARA, THE UNITED STATES DEFENCE SECRETARY, AT THE SAIGON AIRPORT BEFORE LEAVING FOR WASHINGTON YESTERDAY AT THE END OF HIS FIVE-DAY VISIT.HOWEVER, HE IS EXPECTED TO RECOMMEND TO PRESIDENT JOHNSON AN EXPANSION OF AMERICAN MILITARY BUILD-UP IN WAR-TORN VIETNAM.

    MR.MCNAMARA AND HIS PARTY, WHICH INCLUDED MR.HENRY CABOT LODGE, AMERICAN AMBASSADOR DESIGNATE AND GENERAL EARLE WHEELER, WERE ACCOMPANIED TO THE SAIGON AIRPORT BY AMBASSADOR GENERAL MAXWELL TAYLOR.

    IN A PRESS CONFERENCE, MR.MCNAMARA SAID "IN MANY ASPECTS THERE HAS BEEN A DETERIORATION" IN THE SOUTH VIETNAM SITUATION OVER THE LAST 15 MONTHS.THE SIZE OF THE COMMUNIST VIETCONG AND THEIR OPERATIONS HAVE INCREASED.THE AMERICAN COMBAT FORCES HAVE ADDED SUBSTANTIALLY TO THE COMBAT POWER AND THE MILITARY POWER OF THE VIETNAMESE GOVERNMENT.

    MR.MCNAMARA HAS BEEN MAKING A WHIRLWIND FIVE-DAY TOUR OF AMERICAN FRONTLINE POSITIONS IN SOUTH VIETNAM AND CONDUCTING DISCUSSIONS WITH LEADING VIETNAMESE GOVERNMENT AND MILITARY OFFICIALS.

    EARLIER, MR.MCNAMARA FLEW TO THE STRATEGIC BIEN HOA AIRFIELD, 12 MILES NORTHEAST OF SAIGON, TO VISIT THE FORWARD POSITIONS OF THE AMERICAN, AUSTRALIAN AND NEW ZEALAND TROOPS WHO GUARD THIS AIRBASE.HE WAS ESCORTED BY AN ARMADA OF ARMED AMERICAN ARMY HELICOPTERS.HE SPOKE BRIEFLY WITH SOME OF THE MUD-SPLATTERED SOLDIERS.

    STRICT SECURITY PRECAUTIONS WERE ENFORCED AROUND THE AIRBASE DURING HIS VISIT.AS PART OF THE PRECAUTIONS, CIVILIAN WORKERS EMPLOYED ON THE BASE WERE TOLD NOT TO REPORT FOR WORK.

    ON THE EVE OF HIS DEPARTURE, MR.MCNAMARA FLEW TO PLEIKU IN A HELICOPTER AS MOST OF THE HIGHWAYS LINKING PLEIKU HAVE BEEN CUT OFF BY THE VIETCONG.BEFORE TOURING THE AREA, HE AND MEMBERS OF HIS GROUP STOOD IN SILENCE BEFORE A MONUMENT DEDICATED TO AMERICAN AND VIETNAMESE SOLDIERS KILLED IN ACTION.
