    Background: President Johnson and Prime Minister lester Pearson of Canada presided at the exchange of notes Wednesday (January 22) to implement a treaty for cooperative source development on the Columbia river.

    The signing ceremonies were held in the Treaty room on the second floor of the White House.

    The agreement was reached after long and difficult negotiations over financial arrangements including payment for Canada's share of water power to be generated on the American side of the border.

    The treaty was negotiated in 1961 by President Eisenhower and former Prime Minister John Diefenbaker. The United States Senate has ratified it . The Canadian parliament is expected to approve it next month.

    The Columbia river flows through British Columbia in southwest Canada. Power form the river would be utilized in the Northwestern United States as well as in Canada.
