LEMNITZER, COMMANDER-IN-CHIEF OF THE UNITED STATES AND NATO FORCES NOW LEAVING FRANCE, THAT FRANCE REMAINED FIRMLY ATTACHED TO ATLANTIC ALLIANCE DESPITE HER WITHDRAWAL FROM NATO'S INTEGRATED MILITARY COMMAND. EARLIER HE HAD PRESENTED THE GENERAL WITH THE INSIGNIA OF THE GRAND CROSS OF THE LEGION OF HONOUR.

    THE CEREMONY, IN THE COURTYARD OF LES INVALIDES MILITARY MUSEUM NEAR THE TOMBS OF FRANCE'S GREATEST WARRIORS, WAS ATTENDED BY PRIME MINISTER GEORGE POMPIDOU, FOREIGN MINISTER MAURICE COUVE DE MURVILLE AND REPRESENTATIVES OF THE 15 ARMIES OF THE ATLANTIC ALLIANCE.

    IN ACCORDANCE WITH FRANCE'S WITHDRAWAL FROM NATO'S INTEGRATED MILITARY COMMAND, ALL FOREIGN TROOPS WILL HAVE LEFT FRENCH SOIL BY 1 APRIL.

    US OFFICIALS SAY THE MASSIVE PULL-OUT WILL MEAN AN ANNUAL LOSS OF GBP71,500,000 STERLING TO THE FRENCH GOVERNMENT. THE COST TO THE AMERICAN -- ABOUT GBP357,000,000 STERLING. NO AGREEMENT HAS YET BEEN REACHED ON COMPENSATION.

    AMERICAN ARMY AND SUPPLY UNITS PREVIOUSLY STATIONED IN FRANCE HAVE LARGELY BEEN RELOCATED IN WEST GERMANY, WHILE THE AMERICAN AIR FORCE HAS MOVED MAINLY TO BASES IN BRITAIN.
