KAUNDA: (SEQ 1) "When our colleagues and friends who produce oil hike the oil prices, naturally every other nation that does not produce oil has to pay very highly. Zambia could not be an exception, because Zambia does not produce oil. We have to accept that the crunch has come, because it's not possible now to predict accurately when this crisis will leave us. This crisis, I am afraid, is there to stay for a long, long time to come. The first thing we have got to do in the management of this crisis, is to accept that this is the situation, and not pretend that anything else is the situation. The total sum of this is that we have got to accept that we are going to have to reduce our standard of living."



KAUNDA: (SEQ 7) "I now come to the economic situation in this country. I shall first deal with general world economic situation. The world economic situation deteriorated further in 1982. The current recession deepened, and it became widespread. The economies of industrialised countries showed no definite signs of recovery."

Background: President Kenneth Kaunda of Zambia has announced a cabinet reshuffle. He has also asked the nation to accept a drastic reduction in living standards. Dr. Kaunda made his appeal at a news conference on january 13, two days before opening the fifth session of the National Assembly in Lusaka. He said Prime Minister Malumino Mundia would have a second portfolio -- as Finance Minister -- and Mr. Kaunda himself would become Chairman of the state-run Zambia Industrial and Mining Corporation (ZIMCO). Other changes saw former Finance Minister Kebby Musokotwane becoming Minister of Youth and Sport. He replaced Mr. Kingsley Chinkuli, who is now Minister of Power, Transport and Works. The Zambia leader said a new Minister for Co-operatives would give workers a role in decision-making in all businesses. Three worker representatives would also be chosen by the president from six candidates put forward by the national Congress of Trade Unions. They must be members of the ruling United National Independence Party (UNIP). Dr. Kaunda said these changes were aimed at revitalising the ailing economy, which was partly caused by the recession in Africa and industrialised countries. Without oil resources, he added, Zambia was particularly vulnerable to oil price increases imposed by developing countries.
