    REPORTER:"How do you feel about the World, the old newspaper?"



    QOBOZA:"Well, the World is something that is still very much ritually alive in our minds and in our hearts, and obviously one of the things we very much look forward to is the day when the World will be unbanned. Really for two reasons: One, because the World is an institution among Black people in this country. And secondly, as a form of (INDISTINCT)...of what I have always believed f an action take against a newspaper on an unjust basis. And therefore, we are all looking forward to the day when this ban will be lifted."



    MOTLAMA:"The head of the Inkatha Movement, Chief Gatsha Buthelezi, made a public statement to the effect that his members, members of his movement, would not take part in the Soweto Community Council elections, as long as the members of the Committee of Ten were in detention. Now that two were released yesterday, and two the previous week, four altogether have been released, I am not sure whether the Chief will now say to members of the Inkatha Movement that they may now take part in the elections. I have heard rumours that Dr. Nyembezi, he is local representative here, has in fact already said to members of his movement that they can now take part in the elections. My personal stand really is that as long as members of my committee are in detention, I am in no position to discuss whether in fact, we would encourage people in Soweto here, especially members of my Committee of Ten, to avail themselves for election."



    The Soweto Committee of Ten is a group of Black leaders in the township who were pressing for more autonomy in the running of Soweto. In a crackdown last year, all ten members were detained, and six are still being held. The Community Council elections which are referred to are Government-backed elections for officials to serve on a body to represent the people of Soweto in their dealings with the authorities. The main elections were held in February this year, and attracted very little support. By-election are due to be held in April.

    Background: In Johannesburg, the recently-released former editor of the World newspaper, Percy Qoboza has been appointed editor of its successor, Post. Mr. Qoboza was detained in October last year and imprisoned for four-and-a-half months for what were described as security reasons. At the time, the World newspaper was banned, and to date, this order has not been lifted. Another prominent Black leader was released from detention on Thursday (23 March). Dr. Nthato Motlana, Chairman of Soweto's Committee of Ten, was set free after more than five months in detention.

    SYNOPSIS: The Post newspaper is produced from the Johannesburg premises previously used by the World...even the name-boards have been left as they were. Back in his office Editor Percy Qoboza discussed his banned newspaper's future.

    In Soweto, the released Chairman of the Committee of Ten, Dr. Nthato Motlana spoke about his plans to get back into Soweto public life.
