    NOW, AS THEN, NORWAY FACES CONSTITUTIONAL CHANGES WHEN HER NEW GOVERNMENT AND PARLIAMENT TAKE THE PROPOSED STEPS TO OBTAIN FULL MEMBERSHIP OF THE EUROPEAN COMMON MARKET. ALL PARTIES EXCEPT THE EXTREME LEFT HAVE AVOIDED BINDING THEMSELVES ON THE COMMON MARKET QUESTION DURING THE CAMPAIGN, BUT THEY HAVE AGREED THAT THE DECISION, AFTER THE ELECTIONS, MUST HAVE THE WIDEST BACKING OF PARLIAMENT.

    ACCORDING TO A PERCENTAGE SURVEY TAKEN LATE SEPT 11, WITH LESS THAN HALF THE RESULTS KNOWN, LABOUR HAD GAINED 41.03 PER CENT OF VOTES CAST. THE PARTY WAS SAID TO HAVE SUFFERED A SLIGHT LOSS AT THAT STAGE. THE CONSERVATIVES, WITH 10.61 PER CENT, HAD MADE A SLIGHT GAIN. A 5 PER CENT DROP IN POLLING FIGURES WAS REPORTED.

    IN THE LAST ELECTIONS FOR THE STORTING (PARLIAMENT). LABOUR GAINED 78 SEATS, THE CONSERVATIVES 29, THE LIBERALS 15, THE AGRARIANS 15, THE PEOPLE'S CHRISTIAN PARTY 12, AND THE COMMUNIST ONE OF THE 150 SEATS.

    IN THIS YEAR'S ELECTION A NEW PARTY HAS ENTERED THE SCENE - THE PEOPLE'S SOCIALIST PARTY, WHICH DESCRIBES ITSELF AS "ONE STEP LEFT OF LABOUR". ITS PROGRAMME IS CLOSE TO THE COMMUNIST LINE: NORWAY MUST LEAVE NATO, DECLINE MEMBERSHIP IN THE COMMON MARKET, HAVE A MARKED SOCIALIST ECONOMY AND A NON-COMMITTED FOREIGN POLICY.

    INDICATIONS ARE THAT NORWEGIAN POLITICS, AFTER A LONG PERIOD OF EXCEPTIONAL STABILITY, ARE REACHING A CROSSROADS. SO FAR, THE ELECTORATE HAS BEEN DIVIDED ALMOST EQUALLY BETWEEN THE SOCIALIST AND NON-SOCIALIST PARTIES. EVEN SMALL CHANGES CAN TILT THE BALANCE AND BREAK LABOUR'S 26-YEAR-OLD MONOPOLY OF POWER.
