    PRESIDENT JOHNSON SAID TO THE UNITED NATIONS YESTERDAY (TUESDAY) THAT THE UNITED STATES WANTED THE COLD WAR ENDED "ONCE AND FOR ALL". HE ALSO URGED THE UNITED NATIONS TO JOIN IN UNDERTAKING A GLOBAL "NEW DEAL" THAT WOULD BRING AN ERA OF HOPE "FOR THAT ONE-THIRD OF MANKIND STILL BESET BY HUNGER, POVERTY AND DISEASE."
    THE MOST EXTENSIVE SECURITY PRECAUTIONS SINCE MR KHRUSHCHEV WENT TO THE UNITED NATIONS IN 1960 WERE ENFORCED FOR THE PRESIDENT'S VISIT. POLICE CORDONS SEALED OFF THE AREA, PLAIN-CLOTHES DETECTIVES PROVIDED CLOSE BODYGUARDS, PATROL CARS WERE STATIONED CLOSE-BY, WHILE POLICEMEN WERE STATIONED IN WINDOWS AND ON THE TOPS OF BUILDINGS TO LOOK AFTER THE PRESIDENT'S SAFETY. ALL UNITED NATION'S STAFF PASSES WERE CLOSELY CHECKED AND THE GENERAL PUBLIC EXCLUDED.

    IN HIS 20-MINUTE ADDRESS, MR JOHNSON DID NOT GO INTO RECENT DEVELOPMENTS IN INTERNATIONAL AFFAIRS, AS PRESIDENT KENNEDY DID WHEN HE ADDRESSED THE ASSEMBLY IN SEPTEMBER. HE DREW ON HIS EXPERIENCES IN THE 1930'S TO DESCRIBED THE 'PEACEFUL REVOLUTION' HE ENVISAGED FOR UNDERDEVELOPED COUNTRIES.

    AMERICA'S AMBASSADOR TO THE UNITED NATIONS, MR STEVENSON, HAD URGED PRESIDENT JOHNSON TO VISIT THE UNITED NATIONS TO CONFIRM HIS ADMINISTRATION'S SUPPORT FOR THE ORGANISATION AND TO MEET U THANT AND LEADING DELEGATES.
