    SOUTH KOREAN PRESIDENT CHUNG HEE PARK YESTERDAY OVERWHELMINGLY WON A NATIONAL REFERENDUM ALLOWING HIM TO RUN FOR A THIRD CONSECUTIVE TERM OF OFFICE.

    EVEN THE EARLY RETURNS FAVOURED THE 52-YEAR OLD PRESIDENT'S BID TO CHANGE THE CONSTITUTION TO ALLOW HIM TO SEEK RE-ELECTION IN 1971. AN ESTIMATED 74 PER CENT OF THE COUNTRY'S 15 MILLION VOTERS TOOK PART IN THE REFERENDUM AS OPPOSED TO AN 83 PER CENT TURNOUT IN THE PRESIDENTIAL ELECTION CAMPAIGN.

    POLLING STATIONS OPENED AT 7 A.M. IN SEOUL AND BY MID-MORNING ONLY 13 PER CENT OF THE VOTERS HAD CAST THEIR BALLOTS WHILE FIGURES WERE MUCH HIGHER IN THE PROVINCES.

    THE SIMPLE BALLOT FORMS SHOWED A CROSS FOR OPPOSITION TO THE AMENDMENT AND A CIRCLE FOR APPROVAL. VOTES WERE REGISTERED BY PLACING THE INKED END OF BAMBOO CANE INTO THE APPROPRIATE SQUARE.

    PRESIDENT PARK AND HIS WIFE VOTED AT A POLLING STATION NEAR THE PRESIDENTIAL MANSION.
