    MR. RABIN: " Well, as you all know, when the peace initiative of the U.S. Government came about, it included a one of its main elements, a ceasefire and a stand-still. On both sides of the Canal Zone. In an area of 50 Kilometres, east and west of the Suez Canal. The Egyptians have violated this part of the agreement. It took the United States Government quite a while, but last week, even the U.S. Government admitted publicly that there were violations of the agreement, reached between Israel and Egypt, under the auspices, of the U.S. Government. As long as the Egyptians will continue their violation, and repudiation of this agreement, we don't see any reason why to reach an additional agreements, to be violated later on."



    Q.: "This is a pretty extreme step though, isn't it, Mr. Ambassador?"



    Mr. RABIN: "Well it might be but after all, the whole purpose of the discussions under Ambassador Jarring's auspices, is to reach agreement between Egypt and Israel and if at the very beginning, when the first agreement under the auspices of the U.S. peace initiative was violated, what is the purpose of reaching additional agreements, to be violated later on."

    Background: Israel's Ambassador to the United States Lieutenant General Yitzhak Rabin outlined on Sunday (36 September) his government's reasons for boycotting the New York peace talks only hours after the hijacking of three jetliners over Europe further complicated the situation in the Middle East.

    Mr. Rabin spoke to a convention of the Zionist Organisation of America and later met newsmen. The Israeli Cabinet announced on Sunday that it would be suspend indefinitely its participation in the talks until Egypt rectifies alleged breaches of the Suez Canal ceasefire. Israel claims that the Egyptians have taken advantage of the truce to move missiles into the Canal zone.
