    PRESIDENT KENNETH KAUNDA OF ZAMBIA ON THURSDAY (MAY 1) THREATENED TO BAN THE OPPOSITION AFRICAN NATIONAL CONGRESS (ANC) WHICH IS STRONGLY ENTRENCHED IN THE SOUTHERN PART OF THE COUNTRY.

    PRESIDENT KAUNDA WAS ADDRESSING A MAY DAY RALLY IN KITWE, IN THE NORTH OF THE COUNTRY.

    PRESIDENT KAUNDA TOLD THE MAY DAY RALLY HE WOULD BAN THE PARTY LED BY MR. HARRY NKUMBULA, IF THEY CONTINUED TO ALLEGE THAT THE OBJECT OF A REFERENDUM PLANNED FOR JUNE WAS TO TAKE LAND AND CATTLE FROM THE PEOPLE AND EVEN THEIR WOMEN.

    MR. KAUNDA SAID "THE CHOICE IS THEIRS. IF NKUMBULA DOES NOT CONTROL HIS THUGS I WILL LOCK THEM UP OR BAN THE CONGRESS COMPLETELY".

    THE REFERENDUM IS TO PERMIT ALTERATIONS TO THE ENTRENCHED CLAUSES OF THE CONSTITUTION BY A TWO-THIRDS MAJORITY OF THE NATIONAL ASSEMBLY AND WITHOUT RESORT TO A NATIONAL REFERENDUM EACH TIME.

    THE GOVERNMENT HAS SAID THE ONLY IMMEDIATE CHANGE IT WANTS TO MAKE IS TO ALTER A CLAUSE GOVERNING COMPULSORY ACQUISITION OF LAND. THE MOVE IS AIMED AT ABSENTEE LANDLORDS.

    PRESIDENT KAUNDA ADDED THAT HE HAD BANNED THE UNITED PARTY OF MR. NALUMINO MUNDIA LAST YEAR BECAUSE MR. MUNDIA HAD NOT HEEDED WARNINGS TO STOP VIOLENCE.

    IF MR. MUNDIA RENOUNCED VIOLENCE, PRESIDENT KAUNDA SAID, HE WOULD IMMEDIATELY BE LET OUT OF RESTRICTION.
