    MR PALUKU WAS FORMERLY GOVERNOR IF KIVU BEFORE BEING APPOINTED TO THE CENTRAL CONGO. HIS NEW SITUATION REPRESENTS AN ATTEMPT ON THE PART OF THE GOVERNMENT TO COUNTERACT THE UNDESIRABLE EFFECTS OF TRIBALISM.

    THE GOVERNOR VISITED SEVERAL FACTORIES AND INSTALLATIONS DURING HIS TOUR. HIS ITINERARY INCLUDED A CEMENT FACTORY AT CICO, A SUGAR CONCERN, THE LIPPENS HOSPITAL, AN OIL REFINERY AND A MINERAL WATER FACTORY. HIS INTEREST WAS HELD PARTICULARLY BY THE SUGAR REFINERY, FOUNDED IN 1925, ONE OF THE CONGO'S LARGEST, WHICH IN 1960 PRODUCED 24,000 TONS OF SUGAR, AND TODAY PROCESSES 5 OR 6,000 MORE.

    AT THE LIPPINES HOSPITAL MR PALUKU PAID PARTICULAR ATTENTION TO THE INCUBATORS IN THE MATERNITY WARD, AND ALSO VISITED A LABORATORY DEVOTED TO RESEARCH INTO SLEEPING SICKNESS. BOTH A MOERBEKE AND AT THYSVILLE HIS ARRIVAL WAS THE EXCUSE FOR CIVIC CELEBRATION.
