    Background: The second Congress of the Congolese Workers' Party opened at the Hotel de Ville in Brazzaville on Friday (27 December).

    Congolese President Marien Ngouabi presided over the opening ceremony, which has attended by 294 Congolese delegates and representatives from 34 countries and 33 communist parties.

    But the visitor who attracted the most attention was Samora Machel, the leader of the Mozambique Liberation Movement (FRELIMO), who was received at Brazzaville airport by President Ngouabi and accorded the full honours of a Head of State. Mr. Machel will almost certainly become the first President of a future independent Mozambique.

    The Congress, which coincides with the fifth anniversary of the Party's creation, is also to discuss a draft three-year development plan whose aims include the reduction of social inequalities.

    On labour problems, the Congress will discuss means of dealing with laziness, absenteeism and misuse of public funds.

    SYNOPSIS: President Marien Ngouabi of the People's Republic of the Congo was at Brazzaville airport on Thursday to greet Samora Machel, the leader of the Mozambique Liberation Movement - Frelimo - who arrived to attend the second Congress of the Congolese Workers' Party. Mr. Machel will almost certainly become the first President of future independent Mozambique and was accorded the full honours of a Head of State.

    The Congress opened on Friday at the Hotel de Ville in Brazzaville and was attended by two-hundred-and-ninety-four Congolese delegates as well as a large group of foreign countries and thirty-three communist parties. Among them were a Soviet delegation, and delegates from Guinea ad Poland.

    Other delegations included groups from Dahomey, Yugoslavia and member of the Central Committee of the Congolese Workers' Party.

    When Samora Machel arrived at the Hotel de Ville for the opening ceremony he was given a hero's welcome by the crowd outside.

    President Ngouabi received an equally enthusiastic reception.

    The Congress coincides with the fifth anniversary of the Party's creation and will discuss a draft three-year development plan, whose aims include the reduction of social inequalities.

    On labour problems the Congress will discuss means of dealing with laziness, absenteeism and misuse of public funds.

    The Congolese economy relies heavily on agriculture, with ground nuts as its principal product. With the increase in overseas markets for tropical woods, development of forest products may also afford opportunities for expansion.
