    President N'Garta Tombalbaye of Chad called for national unity on Sunday (6 January) after the Chad Ambassador in Bonn announced his resignation because he said he could no longer support "the disastrous policy" of the President.

    At a public address in N'Djamena, President Tombalbaye said he was initiating a now style for Chad's only political party -- the National Movement of Cultural and Social Revolution, the MNRCS. He said it would bring the people face to face with crucial problems of reality.

    President Tombalbaye said the former Ambassador, M. Jules-Pierre Toura Gaba, had chosen 31 December -- a day of prayers and peace and goodwill for all people -- to declare civil war on Chad. He had decided to cheat public opinion in a manner country to his diplomatic role.

    President Tombalbaye said M. Gaba had not returned to Chad because of his "personal pride and hate towards the President". He said M. Gaba might try to take action in Chad with the possible help of European mercenaries.

    The Chad President said it was the duty of all Chad citizens to serve the State and not their own tribes.

    In a statement to the international Press, M. Gaba -- who took up his appointment in 1966 -- resigned from his posts as Ambassador to Switzerland, Italy and West Germany. He said he would settle in either France or Belgium in order oft establish an "active political opposition party" against President Tombalbaye.

    M. Gaba said there was no freedom in Chad and democracy was unknown. The opposition did not dare show itself for fear of torture and imprisonment without trial. He said corruption and extortion were rife and the economy had crumbled.
