Background: INTRODUCTION: Thailand's Prime Minister, Prim Tinsulanonda, cancelled an inspection tour to the flood-stricken southern province of Muang on Saturday (12 December) because of fears of an attack from Communist insurgents. The hasty decision to abandon the trip came when a helicopter flying on newsmen and relief supplies into the area ahead of the Prime Minister was sprayed with bullets, over an area called Kao, Kram, some 12-hundred kilometres (750 miles south of Bangkok.

SYNOPSIS: Newsmen scrambled from the helicopter as soon as it had landed in a nearly clearing. Not far away.Prime Minister Tinsulanonda was boarding his own helicopter preparing to fly to the same area when news of the attack came and Thai Army officers insisted he cancel the visit.

The pilot of the damaged helicopter had managed a safe emergency landing -- but the Thai Army was not about to take a similar risk with their country's political leader.

Troops were investigating the attack in less than an hour, relying heavily on information from villagers. There was only one casualty in the attack -- the helicopter's engineers, a warrant officer fatally wounded in the head.Thai Army official later said the attack was the work of elements of the Communist Party of Thailand (CPT).Only six weeks ago, the Royal Thai Army had announced that for all practical purpose, Communist insurgency was dead.

The helicopter was said to be near its destinations when the attack occurred.Only 500 meters (yards) away from the clearing where it landed, troops found 25 M-16 shells.

Two suspects were arrested at the scene.Troops were ordered into a follow-up operation in the district which the Fourth Army Region Commander, Lieutenant General Harn described as a daring one.General Harn later addressed local villagers, denouncing the attack on an aircraft was described as a mercy flight.
