    After the fall of the Central African Empires' Emperor Jean-Bedel Bokassa last September(1979) a French Satirical weekly 'Le Canard Enchaine' made allegations that the French President Valery Giscard d'Estaing had received diamonds worth a million francs (25 thousand dollars) from the then Emperor. The gift was alleged to have been made while Mr. Giscard was Finance Minister. Central African Republic's Foreign Minister denied the charges, but President Giscard promised to reply to the accusations in "due course". On Tuesday night (27 November) he went before the television audience to make good his promise.

    SYNOPSIS: In his reply, President Giscard recalled that he had promised when elected in 1974 that he would never take legal action against newspaper for stories about his activities.

    He pointed out that there is a law to protect the French President from defamation - a law, often invoked by Charles de Gaulle and Georges Pompidou, but he had never used it once.

    He said that gifts he has received while President or Finance Minister have gone to the Elysee Palace where they are kept for the nation, or to Museums or charities.

    The President said that he found it disagreeable to reply to questions about how he disposed of gifts, and he defended his method of dealing with them.

    As for reports concerning the value of what he received as Finance Minister, he said, he gives a formal and contemptuous denial. The President aimed his denied at the allegations that the diamonds were valued at about a million francs.
