    Speaking at local election meeting on Saturday in Neumunster, in the north of West Germany, Chancellor Willy Brandt was forced to speak over jeering from members of the right-wing N.P.D. party of Adolf Von Thadden.

    The group of N.P.D. members were demonstrating in support of North German farmers who have been protesting vigorously during the past month over what they regard as the low prices they get for their products from the European Economic Community.

    Chancellor Brandt's remarks on the issue led to scuffles in the hall between police and demonstrators.

    The N.P.D. party are particularly strong in the Schleswig-Holstein area of North Germany.
