    THE NIGERIAN MILITARY GOVERNORS HAVE RETURNED TO THEIR RESPECTIVE REGIONS FOLLOWING THE END OF THE SUPREME MILITARY COUNCIL IN LAGOS ON SUNDAY. THE GOVERNOR OF THE EASTERN REGION, LIEUTENANT-COLONEL OJUKWU, WHO HAS BEEN BOYCOTTING COUNCIL MEETINGS, DID NOT ATTEND.

    THE MILITARY GOVERNORS AND OTHER GOVERNMENT OFFICIALS MET WITH LIEUTENANT-COLONEL YAKUBU GOWON, THE HEAD OF THE NIGERIAN FEDERAL MILITARY GOVERNMENT, IN SECRET SESSION FOR THE WHOLE DAY TO DISCUSS THE COUNTRY'S BUDGET FOR THE FINANCIAL YEAR BEGINNING ON THE 1ST OF APRIL. HOWEVER, NO COMMUNIQUE WAS ISSUED AFTERWARDS.

    THE COUNCIL WAS ALSO EXPECTED TO REVIEW THE EASTERN REGION'S REJECTION OF SEVERAL CLAUSES IN A DRAFT DECREE ANNOUNCED LAST FRIDAY ON NIGERIA'S CONSTITUTIONAL FUTURE, WHICH ESTABLISHED THE SUPREME MILITARY COUNCIL AS THE COUNTRY'S HIGHEST LEGISLATIVE AND EXECUTIVE AUTHORITY. EASTERN NIGERIA SAYS PARTS OF THE DECREE ARE A PLOT BY THE FEDERAL GOVERNMENT TO "INTERFERE WITH THE INTEGRITY" OF THE REGION.
