    U.S. PRESIDENT LYNDON JOHNSON DECLARED SUNDAY (28 JUNE) THAT THE UNITED STATES WOULD NOT HESITATE TO "RISK WAR" TO PRESERVE THE PEACE "WHEN NECESSARY."
    HE SPOKE TO MORE THAN 50-THOUSAND PERSONS AT MINNEAPOLIS' THIRTY-FIRST ANNUAL SVENSKARNAS DAG (SWADE'S DAY) PICNIC.

    MR. JOHNSON APPEARED TO BE DELIVERING ANOTHER IN A CAREFULLY PREPARED SERIES OF STATEMENTS DESIGNED BY THE U.S. GOVERNMENT TO CONVINCE CHINA THAT THE U.S. WOULD GO TO WAR RATHER THAN SEE CHINA OVERRUN SOUTHEAST ASIA.

    IN THE SPEECH HE ALSO STRESSED HIS DETERMINATION TO ENFORCE THE NEWLY ENACTED CIVIL RIGHTS BILL AS SOON AS IT BECOMES LAW.

    THE SPEECH CAME AT THE END OF A TWO-DAY PRESIDENTIAL TOUR OF MICHIGAN MINNESOTA (MIDDLEWESTERN US). HE SPOKE AT FUND RAISING DINNERS, SAW LOCAL OFFICIALS OF THE DEMOCRATIC PARTY, AND IN GENERAL OCCUPIED HIMSELF WITH DOMESTIC POLITICAL MATTERS PERTAINING TO THIS FALL'S PRESIDENTIAL CAMPAIGN.
