    DR. WALDHEIM: "The surge toward national sovereignty and independence in Africa, which has been one of the most important historical developments in this century, cannot and will not be checked. Therefore, the question is not whether those people still under colonial control will be independent but when and under what circumstances.



    We have seen the creation of closer relationships between independent nations and their former colonial rulers. Those who doubted for so long whether this was possible have now realised that the goal can be achieved.



    But as long as the present situation continues in the Portuguese territories, in Southern Rhodesia, and in Namibia, the hope for such a develompment in these areas is reduced. Unless real progress can be made, in a spirit of understandin we are faced with more bloodshed, more bitterness, and more suffering. This is in the interest of no individual, and no naiton."

    Background: the Secretary-General of the United Nations, Dr. Kurt Waldheim, opened the year's first session of the U.N. Committee on Decolonisation on Tuesday (29 January). He warned the 24-national body that current Middle East problems should not obscure the existence of a "major crisis" in Africa, where the struggle against colonialism and apartheid had entered a new stage. He called for "real progress" in decolonising the African territories.
