    President Mobutu Sese Seko of the Zaire Republic, addressed the National Legislative Council on Wednesday (December 6) - speaking on matters of general policy and, in particular, on the 1973 national budget.

    The President said that the new budget - at 365 million Zaires (about 324 million pounds sterling/750 million dollars) - reflected the expansion of Zaire economy. He went on to say that tangible evidence of this expansion was portrayed on such new projects as the Inga-2 hydroelectric scheme and the Maluku steel complex.

    On foreign affairs, President Mobutu said that his Government's recognition of the People's Republic of China did not affect Zaire's position of non-alignment....and, he added, that he took the opportunity to send his congratulations to President Nixon for his visits of rapprochement to the Soviet Union and China, as well as his efforts to bring the Vietnam War to a close.

    The President was to address the Legislature on matters of general policy - reporting on the year past, and the plans for the year to come. But first, the ceremonial and homage to the Head of State by the people.

    President Mobutu was to tell the members of the Council that 1972 had been a proud year for the Republic of Zaire - with many new and important projects getting under way....such as the Inga-two hydroelectric scheme, inaugurated a few days earlier, and the Maluku steel complex. He said that they were tangible evidence of the expansion of the country's economy. which was now allowing for a ten-point-five percent rise to the budget - at three-hundred and sixty-five million zaires for 1973. On foreign policy, the President said that his Government's recognition of the People's Republic of China did not affect Zaire's position of non-alignment....and that h??? also took this opportunity of congratulating President Nixon for his visits to Russia and China - and for his efforts to end the Vietnam war.
