    INTRODUCTION: Rhodesian nationalist leader Bishop Abel Muzorewa, the only major black representative operating from within the country, ha called for a referendum among the races to elect a leader to whom the white minority Smith government should hand over power. The Bishop, leader of the United African National Council, made his call at a rally in Salisbury, the Rhodesian capital, on Sunday (March 27). The major part of the proposals were immediately rejected by Rhodesian Prime Minister Mr Ian Smith, who did, however, find some of it acceptable.

    SYNOPSIS: The Bishop, who claims to have the support of 90 per cent of Rhodesia's six million blacks, attracted an enthusiastic crowd of five thousand to make his announcement. Bishop Muzorewa, whose main opponents are all operating outside Rhodesia, listed his new proposals point by point.

    Mr Smith, departing for South Africa, welcomed at least that part of the Bishop's proposals seeking a leader to represent black opinion.
