    A GROUP OF JOURNALISTS WAS ALLOWED ON TUESDAY (14 NOVEMBER) TO VIEW THE RUINS OF BUKAVU, THE CONGOLESE TOWN OCCUPIED FROM AUGUST TO EARLY NOVEMBER BY MERCENARY OPPONENTS TO THE KINSHASA GOVERNMENT. LAST NIGHT (WEDNESDAY), 111 OF THESE MERCENARIES, NOW REFUGEES IN RWANDA, SIGNED A PLEDGE NEVER TO FIGHT IN AFRICA AGAIN.

    REPORTERS WERE FIRST TAKEN TO LUBERIZI, BRIGADIER-GENERAL MASSIALA'S HEADQUARTERS AFTER THE OCCUPATION OF BUKAVU, AND THEN TO BUKAVU ITSELF. UNDER THE DIRECTION OF GENERAL MASSIALA, JOURNALISTS WERE INVITED TO VIEW THE RANSACKED AND DAMAGED HOUSES OF THIS MOUNTAIN. TOWN.

    GOVERNMENT TROOPS, LED BY GENERAL MASSIALA, ROUTED THE MERCENARIES ON NOVEMBER 5TH, AFTER A SIX-DAY CLASH. FROM THERE THE MERCENARIES FLED TO RWANDA, LEAVING WEAPONS, AMMUNITION, FOOD AND LOADED VEHICLES BEHIND THEM.

    YESTERDAY'S SIGNING CEREMONY WAS CONDUCTED UNDER THE SURVEILLANCE OF THE INTERNATIONAL RED CROSS, FOLLOWING AN EARLIER DECISION BY DELEGATES TO THE OAU SPECIAL COMMITTEE ON MERCENARIES, HELD IN KIGALI, RWANDA.

    THE MERCENARIES ARE TO BE RELEASED. THEIR FREEDOM FOLLOWS A DECISION TAKEN IN RWANDA YESTERDAY BY DELEGATES TO THE OAU SPECIAL COMMITTEE APPOINTED TO DISCUSS THE PROBLEM.
