IAN SMITH, THE RHODESIAN PRIME MINISTER, SAID TODAY (TUESDAY) THAT HE WOULD MEET FORMALLY WITH HIS CABINET TOMORROW - A MEETING WHICH MAY DECIDED ON A DECLARATION OF INDEPENDENCE FOR THE TERRITORY. MR. SMITH'S STATEMENT ENDED A MORNING OF CONFUSION WHEN HE EMERGED FROM HIS OFFICE TO SAY THAT HE HAD DECIDED LAST NIGHT TO POSTPONE A CABINET MEETING SCHEDULED FOR TODAY.

    HOWEVER, THE RHODESIAN PREMIER DECLINED TO COMMENT ON AN 11TH HOUR PLEA FROM MR. WILSON, THE BRITISH PRIME MINISTER, URGING HIM NOT TO DECLARE INDEPENDENCE WITHOUT BRITAIN'S CONSENT 'FOR THE SAKE OF YOUR COUNTRY AND FOR THE SAKE OF AFRICA.' BUT THE MESSAGE FROM MR. WILSON IS LIKELY TO HAVE LITTLE EFFECT OF ON MR. SMITH, WHO YESTERDAY INDICATED AT A PRESS CONFERENCE THAT THE RHODESIAN GOVERNMENT'S MIND WAS ALREADY MADE UP ON INDEPENDENCE.

    AT THE CONFERENCE, MR. SMITH REJECTED THE PLAN TO SEND A MISSION OF COMMONWEALTH PRIME MINISTERS AS NOT ACCEPTABLE. HE WENT ON:
