    THE UNITED NATIONS GENERAL ASSEMBLY IS TODAY (TUESDAY) AGAIN DISCUSSING RESOLUTIONS RELATING TO SOUTH AFRICA'S REFUSAL TO RETURN CONTROL OF SOUTH WEST AFRICA, WHICH IT HOLDS UNDER TRUSTEESHIP, TO THE U.N. YESTERDAY, THE ETHIOPIAN DELEGATE, MR MAKONNEN, ACCUSED SOUTH AFRICA OF "RUDELY REBUFFING" THE UNITED NATIONS COUNCIL FOR SOUTH WEST AFRICA IN ITS ATTEMPTS TO TAKE OVER THE TERRITORY.

    SOUTH AFRICA HAS REFUSED TO ACCEPT THE LEGALITY OF THE ASSEMBLY RESOLUTION OF OCTOBER 1966 DECLARING SOUTH WEST AFRICA TO BE THE DIRECT RESPONSIBILITY OF THE UNITED NATIONS. THE U.N. COUNCIL FOR SOUTH WEST AFRICA REPORTED RECENTLY THAT IT COULD NOT CARRY OUT ITS ASSIGNMENT TO TAKE OVER THE TERRITORY BECAUSE OF THE "DEFIANCE" AND COMPLETE LACK OF CO-OPERATION BY SOUTH AFRICA.
