    After some differences with Ghanaian UN troops over matters of procedure in contacting Mr. Lumumba at his residence in Leopoldville, journalist eventually gained access to another press conference held by the Congo Republic's undaunted ex-Premier, Sept 20.

    This time, Mr. Lumumba displayed a declaration which appeared to have been signed by President Kasavubu and himself, and countersigned by the members of a Parliamentary conciliation committee. President Kasavubu has repeatedly denied having signed any document of such nature.

    Mr. Lumumba also exhibited copies of a letter he claimed to have sent, Sept 20, to UN Secretary-General Hammarskjoeld, requesting that UN troops be put at his disposal to "re-establish order and peace in the Congo".

    He said he specifically wanted UN forces to disarm troops faithful to Colonel Mobutu. Most of the army, he declared, remained faithful to him but he refused to call on them to act, in the interest of avoiding a bloodbath.
