    A FORMER ROMAN CATHOLIC PRIEST FROM CHICAGO SAID TONIGHT (TUESDAY) HE CHOSE POLITICAL ASYLUM IN THE SOVIET UNION IN ORDER TO MAKE AN "EFFECTIVE PROTEST" AGAINST THE VIETNAM WAR. MR. HAROLD M. KOCH, 34, APPEARED ON SOVIET TELEVISION TO EXPLAIN HIS REASONS FOR CHOOSING TO LIVE IN THE USSR, A DECISION ANNOUNCED YESTERDAY BY SOVIET AUTHORITIES.

    MR. KOCH HAS SAID HE WAS A CATHOLIC PRIEST UNTIL HE RESIGNED IN 1963 AND LATER STUDIED AT THE SORBONE IN PARIS AND AT COLUMBIA UNIVERSITY IN NEW YORK.
