    A NEW PROGRAMME TO HELP WIPE OUT POVERTY IN THE UNITED STATES WAS INTRODUCED TO CONGRESS TODAY (MONDAY) BY PRESIDENT LYNDON JOHNSON. THE PROGRAMME, INVOLVING TWO HUNDRED MILLION POUNDS ($970 MILLION) IS AIMED AT ACHIEVING "TOTAL VICTORY" IN THE NATIONAL WAR AGAINST POVERTY IN AMERICA.

    IN A SPECIAL MESSAGE TO THE SENATE AND THE HOUSE OF REPRESENTATIVES, THE PRESIDENT SAID: "THERE ARE MILLIONS OF AMERICANS - ONE FIFTH OF OUR PEOPLE - WHO HAVE NO SHARE IN THE ABUNDANCE WHICH HAS BEEN GRANTED TO MOST OF US, AND ON WHOM THE GATES OF OPPORTUNITY HAVE BEEN CLOSED." THE NEW PROGRAMME, THE PRESIDENT SAID "WOULD SHOW THE WAY TO NEW OPPORTUNITIES FOR MILLIONS OF OUR FELLOW CITIZENS."
    RECENT FIGURES QUOTED BY THE JOHNSON ADMINISTRATION PUT THE NUMBER OF POOR IN THE UNITED STATES AS THIRTY-FIVE MILLION. IN NEW YORK CITY ALONE, DESCRIBED BY A UNITED NATIONS SURVEY AS THE WORLD'S RICHEST CITY, THERE ARE NEARLY HALF A MILLION PEOPLE LIVING ON POOR RELIEF. MOST OF THESE LIVE IN THE VAST SLUM AREA OF HARLEM WHERE HUNDREDS OF SMALL TENEMENT ROOMS ARE DIRTY, AND OVERCROWDED BY PEOPLE WHO CANNOT AFFORD TO LIVE IN BETTER ACCOMMODATION. BUT POVERTY IN THE UNITED STATES IS NOT CONFINED TO THE CITIES. ONE OF THE WORST AREAS IS THE VAST APPALACHIAN DISTRICT, DESCRIBED BY ONE REPORT AS AMERICA'S "LARGEST AND MOST STUBBORN RURAL SLUM."
    IN ASKING CONGRESS TO APPROVE HIS PROGRAMME, PRESIDENT JOHNSON POINTED OUT THAT THE $970 MILLION HE WAS ASKING FOR WAS A MERE ONE PER CENT OF THE NATIONAL BUDGET.

    THE CREATION OF A "JOB-CORPS" IS THE MOST DRAMATIC OF THE PRESIDENT'S PROPOSALS. THIS IS A PLAN FOR A WORK-TRAINING PROGRAMME AND WORK STUDY PROGRAMME DESIGNED TO ABSORB ALMOST FIVE HUNDRED THOUSAND YOUNG AMERICANS. ONE HUNDRED THOUSAND MEN BETWEEN THE AGES OF SIXTEEN AND TWENTY-ONE WOULD BE ENLISTED TO CAMPS AND CENTRES TO WORK ON CONSERVATION PROJECTS AND TO RECEIVE EDUCATIONAL TRAINING. A FURTHER TWO HUNDRED THOUSAND MEN AND WOMEN RECEIVE WORK AND TRAINING IN HOSPITALS AND COMMUNITY ACTIVITIES. LASTLY, FEDERAL GRANTS WOULD BE MADE AVAILABLE TO ONE HUNDRED AND FORTY THOUSAND YOUNGSTERS TO ENABLE THEM TO GET PART TIME JOBS SO THAT THEY COULD AFFORD TO GO TO COLLEGE...
