  • Description

THERE'S A BATTLE FOR PARIS GOING ON AT THIS MOMENT. IT'S A BATTLE FOR THE FUTURE. THE HEART OF THE CITY MUST CHANGE TO MEET THE 20TH. CENTURY, BUT JUST HOW MUCH IT SHOULD BE CHANGED, HOW MUCH SHOULD BE DESTROYED, AND HOW MUCH PRESERVED - THESE ARE THE QUESTIONS FACING THE PARIS CITY COUNCIL. PASSIONS RISE ON EVERY SIDE. PARISIANS HAVE THAT SPECIAL LOVE FOR A CITY THAT ONLY THE CITIZENS OF A GREAT CITY UNDERSTAND. PLANS UNDER DISCUSSION COULD MEAN THE MOST FAR-REACHING CHANGES, BUT EVERY COBBLESTONE HAS ITS SUPPORTERS, AND THEY ARE FIGHTING THE PLANNERS STONE BY STONE.

THE BATTLEGROUND IS LES HALLES, FRANCE'S BIGGEST FOOD MARKET. THE 80 ACRE (32 HECTARE) SITE WILL BE CLEARED SOON WHEN THE FOOD MARKET MOVES OUT FROM THE CENTRE AT THE END OF THIS YEAR. LES HALLES OCCUPIES ONE OF THE OLDEST, SEEDIEST, AND MOST COLOURFUL DISTRICTS OF THE METROPOLIS. THE ROWS AND ROWS OF RAW MEAT CARCASES, THE HEAPED CRATES OF VEGETABLES, THE CLOGGED STREETS THAT MAKE UP THE MARKET WERE ONCE DESCRIBED BY EMILE ZOLA AS "THE BELLY OF PARIS".

NOT SINCE EMPEROR NAPOLEON 111 PROVIDED PARIS WITH ITS FAMILIAR THREE-LINED AVENUES IN THE 1860'S HAS SUCH A LARGE CITY CENTRE BEEN MADE AVAILABLE FOR RE-DEVELOPMENT. AND THE CITY COUNCIL, AWARE OF THE UNIQUE OPPORTUNITY OFFERED, IS EDGING CAUTIOUSLY TOWARDS ITS FINAL CHOICE OF PLAN AND ARCHITECTURE. TODAY THE COUNCIL ENDS A 12-DAY EXTRAORDINARY SESSION DURING WHICH IT HAS BEEN SOLELY CONCERNED WITH THE FUTURE OF LES HALLES.

THE TWO OPPOSING FACTIONS ARE THE "ANCIENTS" AND THE "MODERNS". THE ANCIENTS, COMPOSED LARGELY OF PRESERVATION SOCIETIES, HAVE MOUNTED A VAST OPERATION TO LIST ALL THE BUILDINGS IN THE AREA OF ARCHITECTURAL MERIT FROM THE 17TH. CENTURY HOTEL DE SEMONVILLE TO THE BIRTHPLACE OF THE 17TH. CENTURY FRENCH PLAYWRIGHT, MOLIERE. MANY MAGNIFICENT CARVINGS HAVE BEEN PHOTOGRAPHED AND PRESENTED TO THE PUBLIC IN EXHIBITIONS BY THE ANCIENTS.

BUT THE MODERN HAVE NO SUCH FEELINGS. THEY CONSIDER LES HALLES A COLLECTION OF DECREPIT OLD BUILDINGS WHICH DISGRACE THE CITY, AND THE MODERNS SEEM TO BE WINNING. PRESENT PLANS CALL FOR ONLY ABOUT A SIXTH OF THE OLD BUILDINGS TO BE PRESERVED.

SIX PLANS ARE UNDER DISCUSSIONS, AND THE FAVOURITE FOR ACCEPTANCE INCLUDES A 12 ACRE PARK, A TRADE UNION CENTRE, AN ICE-RINK, A SWIMMING POOL, A SKATING RINK AND FLATS FOR 10,000 PEOPLE. THESE FLATS WILL CONTAIN SPECIAL ARTISTS' STUDIOS.

WHATEVER THE CHOICE MANY LOVERS OF PARIS WILL BE SAD TO SEE LES HALLES DISAPPEAR. THE DECAYING STREETS SURROUNDING THE HUGE MARKET CONTAIN SOME OF THE BEST RESTAURANTS AND BISTROS OF THE CITY, AND ITS ALL NIGHT CAFES TRADITIONAL FOR AN EARLY MORNING ONION SOUP AFTER A LONG NIGHT OUT.
