    Background: TOKYO, JAPAN

    The European Economic Community's Vice-President for External Affairs, Mr.Wilhelm Haferkamp, arrived in Tokyo on February 7 for talks on trade. He discussed with Foreign Minister Shintaro Abe a demand by European countries for cubs on exports in ten sensitive product areas. These were: television sets and tubes, cars, trucks, vans, motor-cycles, fork-lift trucks, audio equipment, quartz watches and matching tools. Mr. Haferkamp discussed the issue with Foreign Trade Minister Sadanori Yamanaka. Reuters said Japan might agree to limit reports of video recorders to help industry in the Community. Government sources said both sides wanted to avoid protectionism, which they believed, would thwart attempts to boost economic growth and reduce unemployment. A conference was due to be held on February 11 between trade ministers from Japan, the United States, the European Community and Canada.
