    President Johnson made an unscheduled appearance Thursday night (August 17th) at ceremonies marking the sixth anniversary of the Alliance for Progress. Mr. Johnson criticized the United States Senate for making cuts in Alliance aid. He said the reductions were a reverse for the Alliance, but said progress is being made, and called for perseverance.

    "So as we meet here this evening, we can not claim victory for the Alliance. We can only say 'So far, so good.' If what we do is to really last, we must make this commitment to ourselves and to all of Latin American. We will persevere. There is no limit to our commitment. We are in this fight to stay all the way."
    Mr. Johnson had requested 650,000,000 dollars for the Alliance for Progress, but the Senate Foreign Relations Committee recommended that this amount be reduced by 72,000,000 dollars. The Senate on Thursday, voted 33 to 38, to uphold the committee, despite a plea by Senator Robert Kennedy for the Senate to honor his late brother's commitment to the alliance and restore the cut.
