    Background: THE MILITARY GOVERNOR OF SAIGON, BRIGADIER GENERAL TON THAT DINH, HAS SAID THE ARMED FORCES OF SOUTH VIETNAM FULLY SUPPORTED PRESIDENT NGO DINH DIEM IN IMPOSING MARTIAL LAW TO MEET THE BUDDHIST CRISIS. HE SAID THIS HAD, IN FACT, BEEN INTRODUCED AT THEIR REQUEST, TO RESTORE PUBLIC ORDER.

    GENERAL DINH WAS SPEAKING AT A PRESS CONFERENCE CALLED AFTER A STATEMENT MADE BY THE AMERICAN STATE DEPARTMENT. THIS CLAIMED THAT SOUTH VIETNAM'S MILITARY LEADERS HAD NOT BEEN AWARE OF THE GOVERNMENT'S PLAN TO ATTACK BUDDHIST PAGODAS, "MUCH LESS THE BRUTAL MANNER IN WHICH THEY WERE CARRIED OUT."
    OTHER POINTS MADE BY GENERAL DINH WERE THAT 1,400 STUDENTS ARRESTED IN SAIGON WOULD BE RELEASED SHORTLY AND THAT MARTIAL LAW AND PRESS CENSORSHIP WOULD BE LIFTED AS SOON AS THE AUTHORITIES SAW THERE WOULD BE "NO MORE TROUBLE." HE SAID ALSO THAT BETWEEN THREE TO FOUR HUNDRED OF THE 845 BUDDHIST MONKS AND NUNS ARRESTED IN THE PAGODA RAIDS HAD ALREADY BEEN RELEASED.

    LATEST REPORTS FROM SOUTH VIETNAM SAY TENSION APPEARS TO HAVE EASED. IN THE CAPITAL, SAIGON, FEWER TROOPS ARE SEEN IN THE STREETS.
