    "We have come here to continue the talks which began in Rawalpindi last month and we hope we will reach an agreement during this visit. On our part, I may assure you that our Government is fully conscious of the need to resolve the outstanding issues so that our two countries may proceed with implementation of the Simla agreement with a view to normalising the situation in the sub-continent."

    Background: Talks opened in New Delhi on Saturday (18 August) aimed at settling the differences which still exist between India and Pakistan in the wake of the 1971 Bangladesh war.

    The Pakistani delegation, led by Foreign Minister, Aziz Ahmed, arrived on Friday, and was met by the Indian team's leader, Mr. P.N. Haksar. There is no time limit on the talks -- the second in a month. The first meeting was in Pakistan and lasted a week.

    The two delegation leaders are optimistic that this time settlement will be reached. The main obstacle appears to be 195 Pakistani prisoners of war, whom Bangladesh wants to try as war criminals. Pakistan has demanded that the prisoners be freed.

    In addition, the fate of 90,000 Pakistani prisoners in India and the Bengalis now in Pakistan has to be decided.

    On his arrival, the Pakistani leader expressed his hopes that the new talks would be fruitful. Below is a transcript of his comments:-
