    As speculation mounted that the Vietnamese Peace Talks in Paris had run into difficulties, President Nixon's Press Secretary, Ron Ziegler, said an agreement would be signed -- but "when it is right".

    He said in New York that the US and North Vietnam and still negotiating but each had agreed not to reveal the outcome. Observers noted, however, that President Nixon and his negotiator, Henry Kissinger, seemed gloomy after discussing the latest talks, and speculated that the hoped-for cease-fire was further off than originally forecast.
