    Improvement in relations between Thailand and its communist neighbour Laos took a significant step forward on Monday (12 December) when an agreement to resume air services was signed at a special ceremony in Bangkok.

    Flights between Bangkok and Vientiane have been suspended for the past two months because of Lao objections to what it called a Thai blockade of essential goods, including petrol and jet fuel. Thailand banned transit fuel shipments in late September apparently because 10 newly delivered Soviet MIG fighter planes appeared at Vientiane Airport.

    SYNOPSIS: Air links resumed last week when a Lao delegation led by the Under Secretary for Foreign Affairs Soubahn Sannitthilath arrived in Bangkok to sign the agreement.

    The two countries agreed that their airlines would make once-weekly return flights, increasing to twice a week later. The Agreement signifies an easier atmosphere in Thailand's relations with its communist neighbours since a new military-led government came to power last month.

    After signing the accord, officials held out the prospects of talks between Thailand, Laos, Vietnam, and British authorities in Hong Kong on re-opening Lao air space to Thai and other countries civil airport.

    The route between Bangkok and Hong Kong...Known as Amber One, has been closed to airlines since the last stages of the Vietnam war. (SEQ 1-6)

    Mr Seubahn noted, during the champagne reception that followed , that the door was now open for cooperation in other fields between the two countries on the basis of the August 1976 communique and of good neighbourliness, sincerity, equality and mutual interest. (SEQ 8-10)
